The PTC Young Scholar Program (YSP), now heading into its eighth year after taking a brief hiatus in 2020, seeks to recognize exceptional, up-and-coming scholars in the field of information and communications technologies.
PTC received many high-quality submissions for this year’s Young Scholar Program (YSP). After several stringent rounds of reviews, the Research Committee has selected the following young scholars to participate in the PTC’22 conference:

These scholars will be presenting the current state of academic research from their specializations in the area of telecommunications and ICT in the Young Scholar Session: PTC Young Scholar 1 on Tuesday, 18 January 2022 Online and MPCC, Coral 2 at the PTC’22 conference.

Applications for the 2025 PTC Emerging Scholar Program are now closed. To be eligible, scholars must either be currently enrolled in a Ph.D. degree program or have completed their Ph.D. within the last five (5) years.
Selected applicants will be invited to present their research at PTC’s Annual Conference, PTC’25 in Honolulu, Hawaii, from 19 to 22 January 2025.

Applicants for the 2023 PTC Emerging Scholar Program must submit an official application form along with required supporting materials for a single-authored research paper.

The PTC Emerging Scholar Program is open to scholars currently enrolled in a Ph.D. degree program or Ph.D. completion date should be within the last five (5) years.
Previous PTC Young Scholar Program award recipients are not eligible to apply/submit in subsequent award cycles.
Emerging Scholar Program recipients will receive the following:
- One-year PTC Membership
- Full registration to the PTC Annual Conference
- Roundtrip economy airfare*
- Five-night stay at Hilton Hawaiian Village® Waikiki Beach Resort during the conference
- USD 250 stipend (a one-time stipend for the duration of the conference)
- Reimbursement of travel visa fees**
* Travel itinerary must be pre-approved by the PTC Secretariat before making any reservations.
The following must be obliged by all Emerging Scholar Program recipients. Please note that only single-authored research papers are accepted for the PTC Annual Conference.
- Make your own flight arrangements within reasonable parameters and obtain your travel visa (if needed) in a timely manner.*
- Stay for the entire duration of the PTC Annual Conference in Honolulu, Hawaii.
- Attend conference-related activities and events deemed necessary by the PTC Research Committee.
- Allow PTC to post your paper and presentation slides to the online conference program.**
- Permit PTC to use your image and likeness, be it photo or video, on the PTC website, social media, and other materials used to promote the Emerging Scholar Program and Annual Conference.
- Promote the conference as a whole, and your participation pre-, during, and post-conference on social media and other marketing platforms, e.g., university/institution website, newsletter, or professional societies’ platform.
- Serve as an “ambassador” for PTC and the Emerging Scholar Program in the future.
*Prior approval must be obtained from PTC before booking your flight.
**Emerging Scholar paper submissions will be included in the PTC conference proceedings, which are available online. These proceedings are not indexed, and you may publish your paper elsewhere following the PTC Annual Conference.

The PTC Young Scholar Program (YSP) aims to recognize, encourage, and support up-and-coming scholars in the field of information and communication technologies. Outstanding applicants present their research at the PTC annual conference.
Some of the institutions represented by past YSP recipients include: Beijing University of Posts and Telecommunications, Carnegie Mellon University, Chalmers University of Science and Technology, Korea University, The Pennsylvania State University, University of Hawaii at Manoa, University of the Philippines, University of the Witwatersrand, and Waseda University.
Application Process
An application consists of the following:
- 2019 PTC Young Scholar Program application form (.pdf)
- Curriculum vitae
- One-page statement of interest
- Please provide a one-page statement explaining your interest in this program and how your research aligns with the vision, mission, and interests of PTC and its community
- Single-authored paper
- (20-page maximum) Include an abstract, one-page executive summary, and references.
- Paper topics should be relevant to telecommunications and to information and communications technologies (ICTs) (i.e., policy- or industry-related topics, development-oriented studies, etc.). Research topics may be interdisciplinary or grounded in a specific discipline (economics, political science, business, communications, public policy), may reflect regional and/or cross-regional perspectives, and can employ any established research methodologies
Please note:
- Applicants may submit only one paper for consideration.
- Please format your supporting materials according to standard style guidelines (e.g. 12-point Times New Roman font, double-spaced, 1-inch margins).
To submit your application materials, please compile the relevant files noted above and compress them into a single .zip file. Please send an email with the complete .zip file to youngscholars@ptc.org no later than 3 September 2018 by 6 PM (HST).
Selection Criteria
Submitted papers and supporting application materials will be evaluated based on overall quality, originality, clarity, and relevance to the PTC community. Both the selection committee and the broader PTC community represent a wide range of interests, disciplines, and regions.
